Making Changes / Special Enrollment Events
An employee may be able to enroll for coverage, change plan options, or change the dependents he or she covers during a plan year if the employee or the dependent has a special enrollment event under applicable law. Changes in employee and/or dependent coverage must be requested within 31 days after the special enrollment event. If the employee does not request the appropriate changes during the applicable special enrollment period, the changes cannot be made until the next plan enrollment period or, if applicable, until another special enrollment event occurs.

For most special enrollment events, the effective date of coverage will be the first of the month after the event date.

What is a special enrollment event?  This is an event, as defined by the Health Insurance Portability and Accountability Act (HIPAA), which provides a special enrollment period for employees and dependents when there is a loss of other group coverage, such as divorce, death, employment status change (or from loss of other coverage such as Medicare, Medicaid, CHIP, HIPP), or a gain of additional dependents, such as birth, adoption/placement for adoption and marriage (or a gain of other coverage such as employment status change of a spouse or spouse’s Open Enrollment).

In order to enroll in health insurance due to a Special Enrollment Event (Qualifying Event), please follow these instructions:

  1. Send your request either via email to:  Laura Salinas or via fax to:  972-968-6103. Your request must be in writing.
  2. Provide proof of loss of other coverage such as a letter from employer on company letterhead (emails acceptable) or documentation from your medical insurance company listing coverage dates.
  3. You may send all of the above either via email to: Laura Salinas or via fax to:  972-968-6103. Must be received within 31 days of the Special Enrollment Event (Qualifying Even).

In order to cancel health insurance due to a Special Enrollment Event (Qualifying Event), please follow these instructions:

  1. Send your request either via email to: Laura Salinas or via fax to:  972-968-6103. Your request must be in writing.
  2. Provide proof of gain of other coverage such as a letter from employer on company letterhead (emails acceptable) or documentation from the new medical insurance company listing coverage dates.
  3. As per TRS rules, in order to cancel your current medical insurance, you must place your request in writing in the month prior to the effective date. For example, if your insurance is to become effective December 1st, your request to cancel must be placed in November.
  4. You may send all of the above either via email to:Laura Salinas or via fax to:  972-968-6103. Must be received within 31 days of the Special Enrollment Event (Qualifying Event).
