New Safety "Buzzer" Systems in PlaceCarrollton-Farmers Branch ISD has a goal to maintain a safe and secure environment for students, staff and visitors. This year, beginning on the first day of school on August 19, the only point of entry to our campuses will be through the main entrances that are monitored by a new video intercom system.

All of our campus doors will be locked at a predetermined time (based on building needs) during regular school hours. Parents, vendors and other visitors interested in entering our school buildings throughout the day will be required to follow an established protocol using the video intercom system monitored by building office staff.

Bright yellow signs are displayed at the entrances to our buildings explaining the initial process. Parents, vendors, and visitors will:

  • Press the entry button located near the entrance
  • State the purpose for visiting

Upon entry to the building visitors will need to follow these step-by-step procedures:

  • Stop in main office, have their ID scanned through the Raptor’s National Sex Offender Registry and receive an ID badge
  • Wear ID badge while visiting campus
  • Stop in the office before leaving the building to turn in ID badge

It is important for parents, vendors and visitors to know they will be required to state the purpose of their visit before entry to our school buildings will be allowed. This requirement will also be in place whether the person(s) requesting entry are known or unknown. The requirement will also be in place whether a visitor is dropping off items or planning an extensive stay. These established procedures are district-wide so parents, students and visitors will have similar experiences from one building to another.

Staff, including our guest teachers, will also be required to wear ID badges each day. As a district, we believe it is important to model our new safety etiquette for students and their families. Guest teachers will pick up ID badges each day in the office before their teaching assignment begins.

Occasionally buildings will have events that are open to families during normal school hours. In order to keep these events safe and to maintain our security protocol a staff member be stationed at the main entrance to monitor visitors.

 Q&A – Video Intercom System Procedures

  1. When will the new procedure go into effect?
    The new video intercom system will go into effect on August 19, 2019, the first day of school.
  2. What time will the doors of the school buildings be opened?
    Each building will determine when the doors will be opened for student entry in the morning and when they will be permanently locked for the day. This will be based on the needs of each school.
  3. What if my child is late for school in the morning, will he/she need to be buzzed in?
    After doors are permanently locked for the day, all students, parents and visitors will need to enter our school buildings through the main entrance and will follow the district entry procedures.
  4. What are the procedures that have been developed?

    Yes, all parents, visitors, volunteers, and vendors will need to follow established procedures.
  2. Will the system be in use when there are large numbers of visitors and/or parents at the school during normal school hours?
    This may happen occasionally. In order to keep these events safe and to maintain our security protocol, a staff member will be stationed at the main entrance to monitor visitors. Safety procedures during these events will be left to the campus depending on their security needs.
  3. How will visitors who are unfamiliar with the new system know where to enter the building?
    Signage will be posted outside all exterior doors directing visitors to the main entrances of buildings, where information will be posted regarding procedures required for entering.
  4. How will school staff determine whether or not to grant access into the building?
    Office staff will make a determination after the person requesting entry has expressed a valid purpose for their visit. If there is any concern about granting access, a school administrator will be contacted.

CFBISD Campuses Conduct Regular Drills to Practice Procedures

The safety and security of our students is our number one priority. In partnership with local law enforcement agencies, the district has adopted a comprehensive approach to addressing school safety focused on prevention, intervention, and response.

Campus Safety Drills

Campus Safety Drills Save LivesConducting drills strengthens a school by empowering and creating a culture of preparedness. Drills allow administrators, staff and students hands-on experience to achieve and maintain proficiency in prevention, mitigation, preparation for, and recovery from emergency situations.

CFBISD uses the Standard Response Protocol (SRP) adapted for the specific needs on each campus. There are several types of protocols used in an emergency:

  • Lockout is followed by the Directive: “Get Inside. Lock Outside Doors” and is the protocol used to safeguard students and staff within the building.
  • Lockdown is followed by “Locks, Lights, Out of Sight” and is the protocol used to secure individual rooms and keep students quiet and in place.
  • Evacuate is always followed by a location, and is used to move students and staff from one location to a different location in or out of the building.
  • Shelter is always followed by a type and a method and is the protocol for group and self protection.

Additionally, CFBISD campuses partner with the district safety and security department and local law enforcement to conduct drills with law enforcement presence and supervision.

Each campus complies with the minimum drills mandated by law (TEC s37.1081 and SB 1556.)

Lockdown and Lockout Drills

CFBISD holds both lockdown and lockout drills on campuses. Campuses practice a minimum of two lockdown/lockout drills a year.  From parental custody disputes to intruders, a lockdown or lockout drill prepares students and staff on how to respond to emergency situations.

A Lockout recovers all students from outside the building, secures the building perimeter and locks all outside doors. This would be implemented when there is a threat or hazard outside of the building. It allows for education to continue with little classroom interruption or distraction.

Lockdown is a classroom-based protocol that requires locking the classroom door, turning off the lights and placing students out of sight of any corridor windows. Student action during Lockdown is to remain quiet. Lockdown is called when there is a threat or hazard inside the school building.

Fire and Evacuation Drills

Evacuation is called when there is a need to move students from one location to another. Campus staff and students practice evacuation drills each month.

Shelter Drills

Shelter or Shelter-in-place is used when the need for personal protection is necessary. Examples of a need for a shelter-in-place include severe weather, tornado, or a chemical leak near a school. Students practice what to do in a shelter-in-place situation.

Anonymous Alerts Coming to CFBISD

Carrollton-Farmers Branch ISD is pleased to introduce a new communications tool called Anonymous Alerts

What is the Anonymous Alerts app?

Anonymous AlertsThe Anonymous Alerts anti-bullying and safety app reporting system helps combat bullying and other negative activity in schools by empowering students to speak up. Social and peer pressure are some of the hardest obstacles for students to overcome.

The system allows for 1-way or 2-way anonymous encrypted communications between submitters (students, parents or community members) and district administration and/or school staff. Users of the system have the option to remain anonymous or reveal their identity when submitting a report.

How does it work?

To use this revolutionary new app, students, parents or other school personnel can simply visit the  Carrollton-Farmers Branch ISD website and click on the “Anonymous Alerts” button or text link to submit a report expressing their concern. Anonymous Alerts® mobile applications can be downloaded directly from the Apple, Google Play or the Chrome stores.

Carrollton-Farmers Branch ISD supplies students an activation code, making the app remarkably easy to use and students select which school the message should go to.  In addition, informational posters explaining how to use the app will be displayed throughout schools and offices in the district.

Safety and Security Update: Communicating in a Crisis in CFBISDDuring a crisis, CFBISD will communicate with parents and families through Parent Square. The District uses our electronic notification system (Parent Square) that sends a text, phone message, and email to staff and parents to relay information during an emergency, depending on the situation.

CFBISD Takes Important Actions to Strengthen Security

District Hires Director to Oversee Changes in Security Operations

Director of Safety and Security, Mario De La RosaThe Carrollton-Farmers Branch Independent School District recently hired Mario De La Rosa as the Director of Safety and Security. Before coming to CFBISD, Mr. De La Rosa spent his career in law enforcement as well as safety and security management.  After a long and decorated career as a U.S. Federal agent, Mr. De La Rosa worked in Mission ISD and most recently served as the Director of Safety and Security for Round Rock ISD.

As a new position for the district, the focus will be on the implementation of the policies and procedures regarding safety and security at the district’s 37 campuses. In partnership with local law enforcement agencies and other emergency services, CFBISD has adopted a comprehensive approach to addressing school safety focused on prevention, intervention and response. CFBISD is proactively implementing the findings and recommendations of the safety and security assessment conducted by the True North Consulting Group.

The safety and security of the students and staff of CFBISD is our  number one priority. Throughout the year, CFBISD will provide updates regarding safety and security.
