First CFB Bus Begins Service
CFBISD is transitioning our bus service from Dallas County Schools to an in-house CFB Bus service. During this transition process, CFB is purchasing 10 new buses to enhance service for the 2018-2019 school year. Our first CFB bus has arrived and will be in service August 1.
Elks Grant Heart Challenge Course to Furneaux
Furneaux Elementary was the first of twenty-six (26) elementary schools to begin teaching The Heart Challenge Course to its students. Carrollton-Farmers Branch Elementary Physical Education Department was the recipient of a $4,000 grant from the Irving Elks Lodge during the 2017-2018 school year. The Irving Elks combined a $2500 Gratitude Grant and a $1500 Anniversary Grant in order to purchase this equipment for CFB Elementary PE classes for use during the school year. The obstacle course that represents the four chambers of the heart and teaches students how blood circulates through the body will rotate among all elementary schools beginning in the fall of 2018.
Blanton Nurse Saves Life of Campus Visitor
At the June 7 School Board Meeting, the Carrollton-Farmers Branch Independent School District (CFBISD) School Board honored Blanton Elementary School Nurse Lisa Avignone for her life-saving actions.
In February of this school year, a visitor at Blanton Elementary went into cardiac arrest. Blanton Nurse Lisa Avignone administered CPR for 11 minutes and provided three AED defibrillator shocks to the patient. Nurse Avignone’s training, calm demeanor and quick action saved the life of the visitor at Blanton that day.
The Carrollton City Council also honored Nurse Avignone for her actions at a recent Council Meeting. The School Board honored Lisa Avignone for her heroism and life-saving actions.

Polk Named National AVID Demonstration Site
At the June 7 School Board Meeting, the Carrollton-Farmers Branch Independent School District (CFBISD) School Board honored Polk Middle School for being named a National AVID Demonstration site.
Polk Middle School will be a National Demonstration School for the AVID Program for the 2018-2019 school year. This distinction is the highest honor an AVID school can attain. Through a rigorous process, only the top 3% of AVID schools achieve this honor. In total, only 193 schools globally have received this recognition.
AVID stands for Advancement Via Individual Determination. The mission of AVID is to close the achievement gap by preparing all students for college readiness and success in a global society.

Kacie’s Run 2018 Donates $46K
At the June 7 School Board Meeting, the Carrollton-Farmers Branch Independent School District (CFBISD) School Board recognized the 2018 Kacie’s Run student coordinators. Kacie’s Run 2018 raised $46,000 for the CFB All-Stars, our Special Olympics athletes.
Candi and Mel Brekhus joined the Kacie’s Run 2018 student coordinators in honoring Kacie Brekhus and her legacy of selfless leadership and giving back to her community.
Kacie Brekhus attended Carrollton-Farmers Branch Independent School District (CFBISD) kindergarten through her senior year, attending Las Colinas Elementary, Barbara Bush Middle School in its inaugural year, and graduating from R. L. Turner High School in 2003. Among many other things, Kacie was involved with the R. L. Turner High School Torch Run throughout high school. She was a member of the 2000, 2001, 2002 Torch Run Committees; she was Torch Run Coordinator her senior year in 2003. After Kacie’s death in October 2003, while she was a freshman at The University of Texas at Austin in the Red McCombs School of Business, R. L. Turner High School decided to rename the Torch Run in honor of Kacie. That year, and every year since, proceeds remain within the district and support the CFBISD Special Olympics team, the All Stars.

RLT Students Earn Industry Certifications
R. L. Turner High School is pleased to recognize 38 students who earned industry certifications this academic year. Through the intensive certification program, these students have gained essential career skills in Career and Technical Education (CTE) Marketing and Veterinary Medical Applications. These program areas will promote a successful transition to postsecondary education and the workforce.
Students with these certifications have received the necessary background and knowledge in their respective fields of interest that will lead them to a valuable and meaningful career. To earn the certification, each student completed the required coursework and passed a rigorous final exam.

CFBISD Receives Highest Rating from Texas Smart Schools
The 2018 Texas Smart Schools (formerly known as FAST) ratings have been released. This study compares academic growth and financial efficiency of all schools and districts in Texas. CFBISD was one of 28 public school districts in Texas to receive the highest rating of five stars. Only five other districts of comparable or larger size were also awarded five stars.
Districts receive a composite rating of between one and five stars, with five being the best. The composite rating is determined by averaging an academic and a financial rating for each district. The academic rating is based on student gains in reading and mathematics scores on the STAAR test, while the financial rating is based on adjusted average spending per student — the less a district spends the higher it will score. Congratulations to our students, staff, and administration for your hard work in helping CFB attain this honor.

Board Approves Increase to Insurance Contribution
At the June 7 School Board Meeting, the Carrollton-Farmers Branch Independent School District (CFBISD) School Board approved an increase to the amount of money per month that the district contributes towards insurance premiums for employees selecting TRS insurance. The Board approved an increase to the employer contribution rate from $262 to $278 per month.
TRS recently announced premium increases for TRS-ActiveCare health insurance participants. The District currently has 2,347 employees with coverage through TRS-ActiveCare. Approximately 65% of participants obtain employee-only coverage under plan choice AC1HD. The proposed increase in the District contribution would result in no premium increase for AC1HD Employee Only participants and would help offset the increase for those employees who have selected other plan options with TRS.
Stakeholder input regarding budget priorities have been gathered at multiple venues, including Board of Trustee work-study meetings, District Improvement Council meetings, staff meetings, and regular Board of Trustee meetings. A competitive compensation plan has been identified as a District top priority.
Previously at the May 3 School Board Meeting, the School Board approved a pay raise for staff. The Board of Trustees approved a 3% pay raise for full-time district staff. In addition, the School Board also approved a Years of Service pay (formerly called Longevity Pay) for all eligible employees. The amount of the one-time supplemental payment an eligible employee receives under this plan will be based on the employee’s years of employment with the District and will be paid at five-year increments in the year following the anniversary date as outlined below:
1) At each five-year anniversary, eligible employees will earn $100 for each year of service.
2) In addition to the payment noted above, eligible employees with 20 years or more of employment with the District will receive an additional $500 payment.
The School Board also approved the Performance Pay plan. The amount of the one-time supplemental performance payment an eligible employee receives under this plan is $500, if the 2017-18 District Performance Index is in the 95th percentile (top 10 or better) or $250, if the 2017-18 District Performance Index is in the 90th percentile (top 20 or better) based on the District’s ERG rating.
CFBISD School Board Names Superintendent
At a June 7 Special School Board Meeting, the Carrollton-Farmers Branch Independent School District (CFBISD) School Board named Dr. John Chapman as the superintendent. He will begin as superintendent in CFBISD on July 9, 2018.
Dr. John Chapman shared, “I am extremely honored and blessed to have the opportunity to begin a new chapter in my career at Carrollton-Farmers Branch ISD. I am ready to work closely with the C-FB staff continuing to build upon the foundation that has been established while pushing forward with collaborative, innovative ideas with student achievement at the core.”
Dr. Chapman is currently the superintendent of Ennis ISD. He began his teaching and coaching career in Lubbock, Texas. During his educational career, he has served as an assistant principal, junior high principal and high school principal. Dr. Chapman has also served as superintendent in Chillicothe ISD and Comfort ISD.
Dr. Chapman received his master’s degree from Wayland Baptist University in Mid-Management and received his Doctor of Education degree from Texas Tech University in Educational Leadership.
Dr. John Chapman added, “I am excited to begin listening to stakeholders with the goal of meeting all needs of students, staff and community. I want to build solid relationships with the community because together, we can accomplish goals that are student-centered. As Mother Theresa states, “I alone cannot change the world, but I can cast a stone across the waters to create many ripples.”
